Developing a monitoring and evaluation framework for mental health

PROJECT OVERVIEW
A public-private joint venture had been awarded a $30 million government grant to undertake a large-scale, multi-year project involving implementation research and technology development. The project would result in new and improved approaches to mental healthcare delivery.
CIS was engaged to co-design a monitoring and evaluation framework for the project’s execution - a requirement of the joint venture’s funding milestones.
APPROACH
A collaborative co-design approach was taken to develop the framework. CIS worked closely with senior management, internal project management staff and external experts in program evaluation, including individuals with lived experience in mental healthcare delivery. CIS conducted a series of group and individual consultations with project leadership, as well as hands-on implementation researchers and technology developers.
Through this process a framework was built including the broad aims and objectives, a program logic model encapsulating the intended outcomes, success metrics, performance indicators, data gathering and implementation plans were drafted. The draft framework was further refined through consultation with a project steering group consisting of senior government figures.
RESULTS
CIS delivered a comprehensive framework to the satisfaction of internal project leadership and achieved endorsement from the Commonwealth, enabling the organisation to meet its funding requirements.
The monitoring and evaluation framework is now undergoing implementation as the project enters further phases of delivery.
